1. Democratic movements are integral to the policy of both leftist and rightist forces. For leftist forces it is the instrument of destruction of semi feudal social order and for the right forces it is the means of reconciliation of classes.

2. Undoubtedly Democratic movements can be in the common agenda.

3. Nandigram, Singur, Haridebpur, Nayachar, North Bengal Tea estates, Howrah Hoogli Jute belt, Border Terrorism by BSF, PDS corruption, Floods (and corruption related to embankments) in Medinipur, Murshidabad can be identified as the basis of uninterrupted people’s movement in West Bengal.

4. Objective of the people’s movement can be

a. solution of the temporary problems
b. destruction of semi feudal social order
c. creation of a vast working class

5. An organized people’s movement to create a capitalist democracy in West Bengal (in the interim period) with the following objectives

a. complete land distribution (ceiling 2.5 acres)
b. labor intensive and cooperative intensive industries
c. environmentally sustainable economy

6. People’s movement’s may include

a. continuous unarmed demonstration
b. active participation in voting system
c. continuous proposal of alternative in local, regional and state level

7. Conclusion

A. Uninterrupted democratic movement.
B. Unarmed, constructive issue and/or class based movement.
C. Mass mobilization through numerous people’s organizations through out the state.
D. Capture of administrative power through ballot contest to end the hegemony of CPIM
E. Land distribution, labor intensive industries being the focal point of the movements and power capture
